Xi Jinping’s Vision for BRICS Multilateralism

At the recent BRICS summit, Chinese President Xi Jinping articulated a compelling vision for a renewed commitment to multilateralism. He underscored the importance of adhering to principles of fairness, openness, and inclusiveness in light of current global challenges. President Xi asserted that nations must act as advocates for harmonious coexistence among civilizations, emphasizing the need for collaborative approaches to address shared concerns.

China’s Initiatives for BRICS Cooperation

In a bid to deepen collaboration among member states, President Xi announced plans for the establishment of a BRICS Deep-Sea Resource International Center. This initiative aims to foster joint research and development of deep-sea resources, enhancing the bloc’s capabilities in ocean governance and sustainable resource management. Additionally, Xi introduced the concept of a BRICS Industrial Competence Center, designed to bolster industrial cooperation and innovation among member nations, ultimately promoting economic growth and resilience.

Putin’s Invitations and Proposals

Russian President Vladimir Putin extended an invitation to BRICS countries to join a Russian Code of Ethics in the sphere of artificial intelligence. This initiative aims to promote responsible AI development and usage among member states. He also emphasized the need for stronger cooperation in healthcare, particularly in the area of nuclear medicine, highlighting the potential for collaborative research and technology exchange.

Furthermore, Putin stressed the importance of enhancing the operational capacity of the vaccine center and the tuberculosis research network within BRICS, advocating for joint efforts to address health challenges facing the bloc.

The Initiative for a BRICS Grain Exchange

Putin proposed the creation of a BRICS “Grain Exchange,” which aims to safeguard national markets from external interference and speculation. This exchange would provide a platform for member countries to trade grain more transparently, creating fair price indicators in the global market. He noted that such an initiative would empower BRICS nations to assert greater control over their agricultural markets and protect their economic interests.

Statements on Global Trade and Economy

During the summit, President Putin voiced his concerns regarding the increasing use of the climate agenda as a tool to eliminate market competitors, urging BRICS nations to resist such attempts. He made several key statements regarding the bloc’s future:

  • The establishment of a BRICS Consultative Mechanism focused on WTO issues is crucial for developing a unified stance on fairer global economic regulations. This mechanism would facilitate dialogue and coordination among member states to address trade-related challenges effectively.
  • Putin emphasized the need for mechanisms to resolve trade disputes among BRICS countries, fostering a more cooperative and stable trading environment.
  • He suggested that the future transformation of the BRICS grain exchange into a full-fledged commodity exchange should be carefully considered to enhance its functionality and impact on global trade.
  • He also advocated for the launch of a platform that promotes fair competition among BRICS nations, helping to level the playing field in various industries.
  • Additionally, Russia proposed the creation of a dedicated platform for noble metals and diamonds within the BRICS framework, aiming to enhance cooperation and trade in these valuable resources.

Challenges and Opportunities for BRICS Economies

During the extended BRICS 2024 meeting, President Putin highlighted the growing debt burden faced by developed countries and the ongoing fragmentation of global trade. He pointed out that despite these challenges, BRICS economies demonstrate remarkable stability, attributing this resilience to balanced and prudent policy measures.

However, he expressed concern over the current stalling of the UN’s sustainable development agenda, calling for renewed commitment among BRICS nations to advance these goals. Putin emphasized that the share of BRICS countries in the global economy, measured by purchasing power parity, has now confidently surpassed that of the G7 nations, showcasing the bloc’s rising significance on the world stage.

In light of these developments, Putin called for intensified cooperation in key areas such as technology, education, and finance among BRICS countries. He announced plans for a new BRICS Investment Platform, designed to support national economies and foster cross-border investments. This initiative aims to facilitate the flow of capital and resources within the bloc, reinforcing the economic ties among member states.

In conclusion, President Putin noted that global trade and economic activity are undergoing significant transformations, with a noticeable shift toward emerging markets. This shift presents both challenges and opportunities for BRICS nations as they navigate a rapidly changing geopolitical landscape and work towards greater economic collaboration.
